David, you're probably thinking of NFPA 37 Standard for the Installation and Use of Stationary Combustion Engines and Gas Turbines. 37 in section 11.4.5 states .30 over the remote 2500 sq. ft. area.
NFPA 31 Standard for the Installation of Oil-Burning Equipment also addresses indoor fuel oil storage tanks and might provide some insight but Chapter 11.4 provides considerable info on the tanks. It would be best to also contact the local authority having jurisdiction to see if any other codes or standards need to be followed. Craig L.
