The only time I've known of the happening around my experience was a multistory anchor store. Maybe 80000 sf on a floor. Store closed. Staff said no fire but water leaking from upper floor. When fire was discovered first thing host fd did was turn valve back on.
The put sprinklers in these places for a good reason. Even with standpipes it takes time to show water three stories up and a long way from the street. In that case, the FDC might become something more than "supplemental" and I guess - as with the FDC on a standpipe system - it's best to check with the responding agency to see what they want. But in the spirit of summation, it's all about what the guys running into the building want or need, not what some idiot industry guy from SoCal says in a committee meeting they should get. NFPA 13 is supplemental and you don't calc it. I thought you were talking about NFPA 14 which is a full system demand and you calc it like it's always been done (I hope).
