Specifically what types of "leaks are excavated and repaired" every year?
Glands? Joints? Pipes? fittings? Valves? Hydrants? It seems if we know the
repairs (why it is leaking), then the questions others have posted might be
appropriate follow up.

Subject: leaky yard mains!

Yard main around large distribution center exhibits apparently random leaks
every winter into spring. Leaks are excavated and repaired, and yard main then
holds pressure all summer and fall - until the next season. Owner is tired of
repeated impairments, and seeks intelligent solution. Anyone? Several
reliable contractors are stumped. Thank you!
