Admittedly, I have not followed much of this thread and some of the emails have been deleted, but let me throw out a couple of thoughts:
1. Is this facility located in an area where the ground freezes? Could we be talking frost heaves? 2. Have any soil samples been taken and analyzed for chemicals? Could something be chemically eating the pipe? Soil based MIC? 3. Are the failures occurring at the joints or in the pipe body? 4. Seismic activity? Fracking? Sink hole potential? 5. Failures occurring in existing pipe at various locations or always at the same location on both new and old? 6. Any other seasonal activity in the area? I apologize if these have been previously addressed, but wanted to throw that out.
