Gentlemen, We had a similar gauge situation on a system installed before my
tenure. Bottom line a notice of violation was generated citing NFPA-13 since
these are not maintenance items but rather installation items in violation of
the adopted standard at the time of installation. The owner corrected and the
system re inspected, matter closed.

Ditto!!! If you cannot perform the inspection correctly because the
original was not installed right, then get out your "other" pad and write up
a work order to fix it. It is up to the owner to decide what to do from
here. I know this is hard to grasp...we are just a bunch of mechanics
looking at the same car wanting to fix stuff that the last guy did, right or
wrong. If you want to stay true to the scope, fill out the inspection
forms, make your recommendations and wait by the phone for the owner to
call...

But, if you are doing an inspection in accordance with NFPA 25, and
according to that document and the Technical Committee it assumes the
original installation to be correct, you shouldn't comment on the incorrect
location of the gauge because that is not in your scope. Just record the
pressures and move on...

"The installing contractor told the owner: the pressure gauge is installed
in the wrong place and the system is fine."

The manufacturer told the buyer: the brakes were installed in the wrong
place but the car is fine.

The banker told the customer: the investments were posted in the wrong place
but the his money is fine.

The farmer told the consumer: the poisons were used in the wrong place but
the food is fine.

The doctor told the patient: the pacemaker was installed in the wrong place
but he is fine.
