I keep it simple. Put the deflector at the required height then deal with obstructions. Not sure you can get 16" to work with one level. But if your gaps are wide enough and you can get far enough away to be 4" above go for it as a beam.
If you have clouds at 11" then one level should work. Clouds don't exist. It's just like anything else that might be an obstruction.
