Richard, We go through this all the time in Delaware where the SFMO requires backflows to be downstream of fire pumps. There are no backflows listed for pressures higher than 175 PSI that I've ever seen or heard of. So a PRV it is.
Your only saving grace might be is if this in Aqua PA territory, they're going to mandate a PRV anyway.
