And it's not the AHJ who will be found liable if something goes wrong. The 
contractor will. AHJ can't just bless deviations. They can approve alternates 
but still liability falls on contractor. Many states actually have laws 
protecting the government from being sued and a person serving in government 
capacity from being personally liable. So unless AHJ committed a crime the 
government has the shallowest pockets. Ignoring the code/ law is not a crime.

The requestor stipulated that the valves are required to be electrically 
supervised by applicable code, presumably the IBC.  Where conflict in code / 
standard occurs IBC trumps so NFPA-13 irrelevant.  Here's the code sections;

If there's a loss these references may well be cited for the various parties to
