In our area some of the civil contractors use installers that do not have a plumbing TQ so are not allowed to install any piping inside a building and as such stop 3'-0" outside the building and the plumber or sprinkler contractor has to install the last 5'-0" of pipe and the riser. Always a pain as the general contractor needs the last piece installed so they can pour the floor or footings.
