I don’t know if this is a school. I’d directly ask the fire plan reviewer. 
Maybe this has been discussed at plan review. 

Do you want some high school kids going at it with a hose line?

The problem may have already been discussed between the fire person and the 
architect. Either way Fire review of the building plans should not be 
considered complete with this spec being on them.
