It is amazingly easy when a sprinkler designer and an architect or P.E. to have
a failure to communicate when limited combustible or non-combustible are
discussed. A sprinkler designer naturally reaches for the definitions in NFPA
13, Chapter 3. Architects in particular tend to look in the building code. Of
course as referenced in NFPA 13, chapter 3 is the correct place to look in this
case.

Best.
