Steve, Are you looking in NFPA 30 or just 13? Start in 30.
Non-miscible hydrocarbons are quite often protected using foam-water systems. But that's up to the owner or AHJ as an option, not mandatory. Also be aware of the potential for empty IBCs because you now also have to address the presence of exposed plastics.
