Roland Huggins beat it into my head that "location has meaning" when it comes to NFPA standards. I've only ever seen that exception, and used myself, applied for the density / area method.

We’ve never included a sprinkler in such a small compartment in any calc area, whether it’s a residential calculation of 4 or 8 sprinklers, or applying the Room Design or Residential Sprinkler methods. We’ve got a comment from a plan reviewer to include one, based on the requirement in ?19.3.1.1, “The design area shall be the area that includes the four adjacent sprinklers that produce the greatest hydraulic demand.” Per ?28.2.4.2.7.2, we can omit these sprinklers from calcs so long as the design area is equal to or greater than the areas specified in Table 28.2.4.7.2, which is for area/density calculations only. Does anyone currently or previously on 13 have an opinion on whether the exception is intended to apply to the residential sprinkler calculation method as well? The annex is mute, which seems to suggest that it may only be applicable to area/density designs.
