Section 12.2.2 says that they are not required for storage 12 ft and less, does that mean they are required for storage above 12 ft. Section 8.17.5.1.1.1 states they are not required if the building is protected throughout by an approved automatic sprinkler system." We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal interpretation is that NFPA 13 does not require small hose stations. Section 12.2.1 states, "Small hose connections (1-1/2 in.) shall be provided where required by the authority having jurisdiction in accordance with 8.17.5 for first-aid fire-fighting and overhaul operations." Thus this is a decision of the authority having jurisdiction. The annex material in Section 12.2 indicates that authorities having jurisdiction have varying requirements for plant first-aid and firefighting operations. Examples include no hose stations, hose stations with hose line and nozzles, and hose stations with no hose line or nozzles. Section 12.2.2 clarifies that Small hose connections shall not be required for the protection of Class I, II, III, and IV commodities stored 12 ft or less in height. Section 8.17.5 indicates where the hose stations are to be located and connected to water supplies. Note that these sections start with "where required" and Section 8.17.5.1.1.1 clarifies for the AHJ that they can omit the small hose stations. Note the new information in 8.17.5.1.1.3 that the location of valves shall be permitted to exceed the distances specified in 8.17.5.1.1.1 where approved by the authority having jurisdiction. The handbook commentary indicates that stations are not required for all storage occupancies. Many building owners are concerned that if hose stations are located in their warehouse, they will be required to provide fire-fighting equipment and training to their employees. Rather than providing this special training and equipment, most building owners want their employees to evacuate the building if a fire occurs and allow the sprinkler system to deal with the fire.
