AFSA Technical Update ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ A newsletter dealing with codes and other technical issues April 17, 2013 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Freight Elevator "If a passenger elevator is in an enclosed, noncombustible shaft, and cable type (no hydraulic fluids) with car enclosure materials meeting ASME A17.1, no sprinkler is required at the bottom or the top of the shaft. If a freight elevator meets all these criteria, are sprinklers required at the top or bottom of the elevator shaft?" We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal interpretation is that the standard specifically specifies passenger elevators. The intent of Section 8.15.5.6 may be that if it carries only passengers, then it has a minimal fuel load. This can exclude freight elevators. With that said, is the elevator in question a freight elevator or a passenger/service type elevator? There are service elevators built to passenger elevator requirements but are not available to the public and used for other functions such as transport of meals, linens, and packages that present a minimal fuel loading. Both service and passenger elevators can carry passengers and limited amount of freight items and can be located within the same elevator shaft enclosure. ASME A.17.1, Safety Code for Elevators and Escalators classifies freight elevators as Class A through Class C. Class A elevators are general freight loading where the weight of any single piece of freight or of any single hand truck and its load is not more than 25 percent of the rated load of the elevator, and the load is handled on and off the car platform manually or by means of hand trucks. Class B is motor vehicle loading used solely to carry automobile trucks or passenger automobiles up to the rated capacity of the elevator. Class C has three types of loading. Class C1 is industrial truck loading where the static load during loading and unloading does not exceed the rated load and Class C2 is permitted to exceed the rated load during loading and unloading. Class C3 is other loading with heavy concentrations where the static load during loading and unloading does not exceed the rated load. If no class was assigned to the elevator, it may be a passenger type elevator used for service purposes.
