The default setting is not a bug but a feature, however if you do not understand how this feature works than you could view it as a bug because you just don't know any better.
There is no "check here to set this account as your default", no, it is a simple matter of having the account in #1 spot. Why bloat the code if you can accomplish the same thing with simple logic. And if you need a reminder to choose the proper account, you follow Richard's solution and setup a reminder account which comes up in #1 spot.
