Thanks for the update, but I am not sure how that changes what I suggested. A few lines of Perl (or whatever language you prefer) will automate data going either way. Set a cron task for your script and it will get done on schedule. Perl has competent DBDs for both SQL Server and SQLite. Finally, please reply to the list as there many on the list far more knowledgeable than I in all matters relating to life, the universe and databases.
