Ok, I think what we need is a bit more detail on the PC, namely the OS
type and its current network configuration: IP address and routes 
(copy/paste of "ifconfig" or "ipconfig" and "route -n" or ...)

I will make a few generic remarks in the meantime:
- You should go with a DHCP server and static lease assignments (based
on MAC address). That would be the same as fixed IP, execpt you only
have to manage a single node to configure the network. It is simply
better.
- I expect you've set the wireless "router" in AP mode, so that all
wireless SB3s are in the same network as the PC.
- Is it possible that the PC runs a local firewall and during the
static-dhcp-static config flip/flop, the firewall reset to a standard
ruleset that blocks 9000/tcp or 3483/udp + 3483/tcp ?
