Ok, I think what we need is a bit more detail on the PC, namely the OS type and its current network configuration: IP address and routes (copy/paste of "ifconfig" or "ipconfig" and "route -n" or ...)
I will make a few generic remarks in the meantime: - You should go with a DHCP server and static lease assignments (based on MAC address). That would be the same as fixed IP, execpt you only have to manage a single node to configure the network.
