I have noticed that the "extensions.xml" does exist. I can open it in my browser.
Where would you find it? The code would read it directly after the download, not after storing it on disk. For whatever reason it fails to do so, but doesn't tell why. I'm puzzled. Are you behind some kind of proxy or firewall which might refuse the access?
