Since a long long time ago we "knew" that storing playlists in the same
location as the music library end in doubles/triples links to files in
the library.

You know a lot more than I do. It doesn't really depend so much on where your playlists are stored, but much more on how you store paths in there. If it's a valid, absolute path, then it shouldn't cause any problem at all. If it's a relative path, or a different, but valid path (eg. UNC vs. mounted drive letter), then you could end up with dupes.
