Umm. what's the big deal.  Its pingable.  So the server is up. 
Clearly, Apache just needs to be restarted.   Or just reboot the whole
durn server.

I used to work in a data center.   There were alarms sent when either a
server went down totally or a process (like Apache) stopped working or
was inaccessible.    Someone in the data center should fix (takes about
10 minutes).  Or, if no one is in today cause its a Sunday, it is easily
handled remotely.  There should be someone on call -- who will get the
alerts sent to his/her blackberry or whatever.

What's taking so long?  This is inexcusable.  We would have been fired
if it took this long.
