No, it's also that way in my FC4.

My sympathy for your trouble with squidguard. 

Mine is from yum repo dries:
[EMAIL PROTECTED] ~]# rpm -qa | grep squid
squidguard-1.2.0-2.2.fc4.rf
squidguard-debuginfo-1.2.0-2.2.fc4.rf
squid-2.5.STABLE11-3.FC4

Maybe it's better if you get it from the repo?
