Okay, this is how it works: S'Mail is a mail CLIENT. To add users and administer them etc, you need to be using a mail SERVER. SMail connects to this via IMAP protocols. This is reasonably well documented. For a win32 system, Mercury/32 is a good mail server, otherwise try cyrus or courier.
