New Mail, which is one of the plugins that ships by default with
Squirrelmail will play sounds and change the browser title when new mail
is received.  There's also a plugin called Mini Squirrelmail which leaves
a small window open and notifies you of new mail.  I've never tried Mini
Squirrelmail so I can't comment on it really.
