You were exactly right -
the original sshd_config prevented the new config.

These were the entries (from the new file) :
HostKey /usr/local/etc/ssh_host_key
HostKey /usr/local/etc/ssh_host_dsa_key
#HostKey /usr/local/etc/ssh_host_rsa_key

Works as an upgrade now.
