Take a look on MIT site for distributing PGP or Netscape's for their 128-bit
browsers. However, you can be almost sure that if you put your crypto software
on such site, it will be available in Europe in as soon as someone wants
it to be here. Tricking the checks used on export-control FTP and WWW
archives is easy, e.g. using www.anonymizer.com. But this is not your
responsibility, anyway - this would be even difficult to prove that the
software was exported. So it should be OK for you if you try 'best effort' to
limit downloads from non-US sites.
