That's not true. PMs to room admins are not always possible. For
example, jab...@conference.jabber.org has PMs disabled for
non-moderators, and sending to admins doesn't work.
True, there is e.g. that muc#roomconfig_allowpm. I believed I've read
somewhere that messages to moderators, admins or owners should be
allowed, but it looks like I just confused that with something else. ;)
