P3 is a small power plug most often used to supply power to an internal Zip drive.
P1, P2, and P10 or P11 are absolutely required for powering up a Max. I think P10 and P11 are redundant (only one is required), at least for a PM4400 I tested (same motherboard and power supply as my 300/180 Max). Do you hear the hard drive spin up?
