You have several possibilities.
1. DSL -> Ethernet Switch -> SM & PB via cables
2. DSL -> Airport -> SM via cable & PB via wireless
3. DSL -> Airport -> Ethernet Switch -> SM + other computers via cables
& PB via wireless
4. DSL -> Airport -> SM via wireless & PB via wireless
#1 is perhaps the cheapest & easiest. #2 is the next cheapest and will
give wireless access to your PB. The downside is that if you add
another computer, you will need either a wireless card for the new
computer or must by a switch to add that third connection. In essence
you will have #3 at that point. #4 is the most expensive.
I use #3 myself since I usually have more than two computers on the
network. My SM (OS 8.6) is cabled to the ethernet switch and my PB
(OSX) is connected in via wireless. If you go #2, you can always add
the ethernet switch later. Unless you have some compelling reason, I
would not go wireless with the SM itself.
As to the network, I usually leave it powered up all the time. Whoever
wants to connect can.
If you do go wireless, make sure you password and encrypt the network.
As to OSX vs OS9, it is a matter of taste which you run. In the
original OSX file sharing had its problems, but that has long since
been corrected. I have no trouble with either OS in that regard.
However, given that OSX is the future, it is "best" from that
standpoint to move to OSX on the PB.
