Well.........

Start with the battery, connect it and try again (unless you've done that already, although you may need a new bat.) If you can't get one readily and you have the skill (not real hard), jimmy up three 1.5 volt AAs or AAA, or even D cells to create 4.5v (series) in place of the OEM bat. and try again. The Starmax among other Macs need a fresh 4.5v (or 3.2v, depending on the Mac type) source to bring the Macs up. If you get a startup chime, then you may have to do a pram reset and/or ? (sorry, my brain is fading... a button on the motherboard near the memory slots, known as the gizwiddy [not the real name] button.)

Anyway, the 4.5v battery at a low state of charge can cause a no start among other really strange things, so start there before you go into any power supply issues.

Other possible suspects are loose/broken wires, loose memory sticks, loose PCI boards, so on and so forth......... I would look in the PCI area for starting point. Reseat all modules/ boards.. so on and so forth.....
