I don't understand what you want.
The default behaviour is that new users can provide an email address, and if that email address is verified it's stored with their account.
It sounds like you either want to require an email address for all users (the RequireValidatedEmail plugin does that) or eliminate all email verification. How would that work? Just save users' email addresses, without any step to check if they're valid?
