I think you're vastly overstating the problems with email verification.
Practically every piece of Web software that uses email addresses does
mailbox verification.
You could probably go to a lot of trouble to rip out all the email
verification code.
Another option is that you could just use the email addresses that are
stored in the confirm_address table to contact new users.
