Jodi,

You are right: if balloting will occur in July, and the PAR expires in
August, there is no sense in asking for an extension. And even if
balloting is later than July, an extension request can wait awhile until
the group gets closer to August. 

I forgot when the PAR expires, so looked at the handy online copy of the
PAR at http://standards.ieee.org/board/nes/projects/1619.pdf.  Thanks
for keeping these online. I refer to them for other projects to see what
the scopes and purposes are, who the chairs are, and who is sponsoring.
