It turns out that tulip is the wrong driver. By looking at the
contents of /proc/pci and running strings on the driver files, I was
able to find that the de4x5 driver would work. The contents of
/proc/pci (don't ask me how I knew to do this - "ls" is a wonderful
tool) were:

> Ethernet controller: DEC DC21041 (rev 17).
> Medium devsel. Fast back-to-back capable. IRQ 11. Master Capable.
>Latency=96.
> I/O at 0xfc80 [0xfc81].
> Non-prefetchable 32 bit memory at 0xffbeac00 [0xffbeac00].
The drivers that contained 21041 were: tulip, old_tulip, and de4x5.
The latter works, so I'm fat dumb and happy ...
Thank you Paul and Mircea! Your suggestions didn't cat the problem
directly, but definitely sent me in the right direction.
