apt-get upgrade will not install anything that changes the install status of
another package. In this case, sat depends on libctk3, which you don't have
installed, so it becomes "held back".
apt-get dist-upgrade will try and resolve conflicts, and
install/remove packages if needed, and is the recommended way to
upgrade a Debian system from the command line.

They were kept back due to upgrade vs. dist-upgrade.

The new network settings module only knows about networks configured in the
potato/hail format. To convert to this format, delete /etc/init.d/network,
run update-rc.d -f network remove, and then set up the interfaces with
the network settings module...
