My IP address stays the same no matter what,

It is a static IP.
If I hook up using a windows machine and get an address
dynamic it still is the same no matter what computer or networkcard I use.

network card or hook up another computer to the cable modem with the connect
name. You will see that the IP address has changed, now change back to the
original setup and the ip address comes back for the original. This is
because of the MAC address on the network card (be it a computer or a
linksys box).
