[SLU] Press Single Quote key twice for ' ?

Ok,  here's a wierd one.  After a fresh install of Stormix 2000 Professional, I have 
to tap my apostrophe (') key twice to make it show up.  If I hold down shift and press 
the key, double quotes(") come up as expected.  Does anyone know why I have to press 
the key twice to get a single quote?  The first press does nothing.
