Hi, I'm not sure how to change that manually, but if you use
German/foreign keymaps, there are sometimes two choices:
de-latin1-nodeadkeys and the one with the "dead" keys. Nodeadkeys
means you need to type the apostrophe just once, but you have more
difficulty doing an � character or similar.
If your country locale doesn't offer a choice between nodeadkeys and
standard, I don't know how to help you unfortunately :-(
