What exactly happens? Is the window manager started? What happens
when you select fail-safe mode?
Anyway, try to check whether the file
/etc/X11/Xwrapper.config
has
allowed_users=console
in it, otherwise modify it. It might help for your non-root users.
Why root can't login, I don't know, but maybe gdm stops root from
doing this (since no one should be using X as root :-))
However, this probably doesn't help you :-(
