The problem is pretty much as Erik mentioned but he didn't mention "why."
the Why is the new install uses Console-tools instead of the kbd package
that I used before. There is a compatibility package for this also.

Anyway, I'll find out how to fix it myself and then report back to the list.

As a temporary measure, you could run /bin/loadkeys
/usr/share/keymaps/i386/qwerty/qwerty.map.gz  and the keys will work
correctly for now. You can run this as a user even.
