There is no separate "struts-committers" list that we communicate on. Arron's message was a legitimate "committer-to-committers" message, flowing over the public developer channel. I believe the struts-dev population in general, and the committers in particular, try very hard to point out when questions are not appropriate for this list, and refer people to more appropriate sources.
