There is no one person "in charge" in an Apache project. The developers are
"in charge" collectively. Struts developers communicate via this list, and
that includes the committers. There is no separate "struts-committers" list
that we communicate on.

Arron's message was a legitimate "committer-to-committers" message, flowing
over the public developer channel. You should be happy to see that level of
communication, instead of having it hidden from you. :-)

I believe the struts-dev population in general, and the committers in
particular, try very hard to point out when questions are not appropriate
for this list, and refer people to more appropriate sources. This list
really doesn't see much inappropriate traffic - especially when compared to
some others that I have seen! ;-)
