DefinitionDispatcherAction  does not recegnize anchor correctly

If I change the action-forward path from 
   path="/client/screen.do?def=mypage#mysection"
To:
   path="/client/screen.do?a=a&amp;def=mypage#mysection"(the anchor and the 
parameter goes together)
 
It still does not work. so there must be something wrong for getting the 
parameter when there's anchor.
