Beats me, dude. I struggled with it for 3 days and said enough is enough,
and wrote my own validations in my Action classes. If you look through the
mail archive, you'll see right off that this is what happens to the majority
of people trying to get Validator to work.
That's one reason I decided to volunteer over on commons-validator. I've made a major effort to cleanup the validator code so that we can fix bugs faster and make it easier to use. I'm definitely interested in fixing problems you have using it but with a description like, "it works sometimes but not others" is not very helpful.
