the source code license looks to me like the 2-clause (simplified)
BSD, which is GPL2 compatible:

it does have the:

so we can technically fork it (e.g. remove the JSON code that it uses)
or convince the author via a simple email to release a GPL2d version
for us.
the idea would be to remove the FORTRAN prereq.
