Wow,
that looks quite strange and the most likely explanation is a bug.
- what version of sumo was used?
- which TraCI client library was used?
- is this behavior deterministic?
- was opposite-overtaking taking place in this simulation?
It would help if you could supply the net.xml file that was used along with
a set of moveToXY parameters that can be used to reprodue one of the
mis-location instances
