Thank you for reporting this issue and supplying example files. There was a bug in the moveToXY function which is now fixed in the latest development version. You can get this here: http://sumo.dlr.de/wiki/Downloads#SUMO_-_Latest_Development_Version (windows binaries updated tomorrow)
