Thank you for providing the example scenario.
The lane-changing related parameters must be declared in a vehicle-type
definition to take effect like so:

<vType id="t" maxSpeedLat="5000" lcAccelLat="5000"/>
<vehicle id="previous" type="t" depart="0" departSpeed="2"
color="1,0,0"><route edges="CW"/> </vehicle>
