Hello Jim, I believe steps #5 and #9 are meant to construct the "gun sight" flap, which is folded out perpendicular from the sheet. The fold line is the left vertical line of the small box at the far right end of the sight line, the "slit" (which is to be removed) is the smaller rectangle within the box. I think that's right.
