Thank you very much for your excellent explanation.  This is exactly what I
was hoping for!  Your answer also shows just how useful the Sundial Mailing
List is; we must always thank you for setting it up and for running it.

I enjoy  WOZ(G)  where G is for Görlitz and this would translate into
 LAT(G)  in English where G is for Greenwich!

For world-wide use G has its limitations and I prefer:

    WOZ(15°) / WOZ(15° ö.L.)

There are many variants that make this a little more international, such as
 WOZ(+15°) or WOZ(15°E ) because, of course, one could write   WOZ(-15°)
or  WOZ(15°W).

As you say, for daylight saving, one can simply change +15° to +30° and so
on.

Yes.  We must always be sensitive to diplomatic considerations!  There was
a really big problem after the International Meridian Conference in October
1884 when most of the world agreed to use Greenwich as the Prime Meridian
and to use Greenwich Mean Time as Universal Time.  It took 27 years before
the French adopted Greenwich Mean Time but they described it as "Paris Mean
Time retarded by 9 minutes and 21  seconds".
