should be fine.
configure the 1st one as normal & configure a failover password.
When you add the second one, build it to the same level as the original, then 
on the the 1st run :-
utreplica -p secondary
& on the 2nd
utreplica -s primary
This will sync the original datastore onto the new server.

Dear forum users,

My management asked me to setup and configure 2x SRSS in a failover
group. Due to budget reason, they asked me to install and configure 1x
SRSS and later after 6 month or at the end of the year, they will
purchase a server and will ask me to configure as Secondary server in
SRSS failover group.

How the above case be possible. Any advise is appreciated.

FYI, last year i have setup 2x Sun Ray servers in a failover group in
one shot. But the above case is different.
